HOUSTON, Texas (CNN) — Houston 911 operators have fielded about 1,250 emergency calls in the previous 24 hours, about 60 percent higher than a normal day, according to Harris County spokesman Frank Michel.

While the storm surge from Galveston Bay has caused flooding, the rain has not, Michel said.

“Rain has not been an issue so far,” Michel said. “All of the flooding we’ve seen is related to the storm surge.”

Guests at Houston’s Nassau Bay Hilton Hotel have been moved to upper floors because water from the bay has flooded the lower level, he said.

High winds downtown have shattered some highrise windows. CNN employees reported seeing and hearing glass falling from some buildings.
